TIF Plays in Peoria

Redevelopment assisted by Tax Increment Financing (TIF) is very effective in the City of Peoria. The City created three new TIF's in 2007-2009 and approved twenty redevelopments - some during the "great recession".

Total investment in the buildings is estimated at $336,000,000, creating approximately 1,050 jobs. And there are many more buildings in the works, waiting for better economic conditions.

The Power of Density

Interesting article by Richard Florida in the Atlantic Monthly. He believes that increasing urban density is good for many reasons. I agree.


In the City of Peoria, our population density has continued to drop. This partly because of the loss of housing in the older part of the city, partly because of lower household size, and partly because of new lower density housing in the northern part of the city.


Part of the process of rebuilding our older areas such as the Warehouse District is to attract new housing and residents to our older neighborhoods. More people will result in a livelier town with more attractions.

State Historic Tax Credit - Per Marquette Hotel


Last year we worked with Warehouse District Developers to develop a proposed Illinois Historic Tax Credit program. This program would be a  major incentive to help cities renew older declining neighborhoods. The tax credit makes the preservation and renewal of dilapidated historic buildings much more likely, and is an important factor in revitalizing older communities.

We are pleased that the State Legislature led by Senators Koehler, Senator Risinger, Representative Gordon and Representative Leitch passed a pilot program that covers the Pere Marquette. 


We hope that the next session passes this program for the Warehouse District. It should be eventually passed on through the State. This would be a gigantic shot in the arm for Sustainable Development of older declining areas.


Illinois' New Program To Fund Rehab of Peoria's Père Marquette Hotel

This June, for the first time in Illinois, state tax credits for a preservation project were granted to bring additional funding for the restoration of the historic Père Marquette hotel in downtown Peoria.
The credit is a one-time, pilot program signed into law by Gov. Pat Quinn. While preservationists hope legislation will come up for vote next year to make state tax credits available throughout Illinois, this project—which is being completed by the New Orleans and Las Vegas-based firm Campo Architects—is the only one that will receive funding from Senate Bill 2534 this year.
The hotel has been a staple in Peoria's downtown since its construction in 1926 by prominent Philadelphia architect Horace Trumbauer; it has hosted five sitting presidents. Now listed on the National Register for Historic Places and owned by the local EM Hospitality LLC, the hotel will undergo its second major renovation (the first was in the early 1980s) and will be connected to a Marriott Courtyard hotel that will be constructed immediately adjacent. The two hotels will then be connected, via enclosed walkway, to Peoria's Civic Convention Center.

Protecting the Quality of Life in Your Community
To truly protect your historic places for future generations, you have to take responsibility as a community and act locally.  Adopting a local preservation ordinance, appointing a DT Facadecommission, and designating historic resources is one of the best ways for a community to protect the historic character of its buildings, neighborhoods, and landmarks from inappropriate alterations, inconsistent remodels, and demolition.  Citizens from your community are appointed by officials to serve as a preservation commission. Decisions on what to designate as part of the district are based on local criteria, and having this form of protection secures your valuable properties and stabilizes property values.

How to Protect What is Important
Altering historic buildings can change the entire traditional downtown atmosphere.  One of the most common problems with updating downtown areas is signage. All it takes to ruin a historic building or block is a oversize neon sign blinking the name of a new retail location.  By creating a preservation ordinance, you can protect your community and your assets from changes like this and other modifications that disrupt the historic character of your downtown. 

If your community is not a registered historic district, a preservation ordinance will help create the same type of protection to the buildings, structures and other important properties that being on the National Register would provide.  A set of guidelines will be created which will require property owners to follow them during renovations or alterations to their property.  Having a preservation ordinance will protect tourist attractions which will stimulate business and revitalize your downtown.
